I have received a letter from Hong Kong asking for information about pre-war planning proposals. I have replied giving such information as I can, and saying that I would ask you to be good enough to forward the enclosed draft ordinance together with the following:-

Utthwatt

New Towns Bill

New Town and Country -lanning Bill and explanatory Memorandum.

The enclosed draft ordinance was prepared in anticipation of my return to Hong Aong.

I intended to have it typed but when I found that I was not returning to Hong Kong I did nothing further about it. It embodies the recommendations of the Utthwatt Committee and anticipates the new town planning bill, with of course the necessary adaptations to local conditions.
